Instead they mail them out.  The problem with this approach is that some people still don\u2019t have them mailed to their homes even though they opted into the program and are part of the targeted mailing area.  Some people don\u2019t always have them consistently delivered to their residence, especially people that live in apartments.  With inserts in newspapers, additional copies can be purchased.
