READING BEHIND THE NUMBERS
Wal-Mart increased pay starting in 2015 and 2016, a $2.7 billion investment in workers. In 2015 they raised rates to at least $9 an hour. Then they hiked it more with workers hired before Feb 2016 getting $10 an hour. Recently, they announced an increase to $11 an hour plus bonuses up to $1,000 and new maternity and parental benefits spuured on by the new corporate tax cuts. That’s great news! Right? Well, sort of.
Sadly, Wal-Mart also also announced around 1,000 layoffs along with the bonuses and pay raise. Wal-Mart also plans to eliminate about 3,500 store co-manager positions and add 1,700 assistant store managers, who earn slightly less. Sam’s Club, owned by Wal-Mart, announced they will be closing 63 of their stores, affecting 11,000 workers. How’s that for a kick in the pants.
AT&T did the same when they announced a $1,000 bonus for their workers just as they announced layoffs of 600 employees. How can that be when they will be benefiting from the huge corporate tax cuts? That’s what makes this scary. Companies, even with a cash bonanza, still want to cut people. As some economists are saying, the benefits will mainly go to the stockholders since companies will use the cuts to buy back stock which will increase their stock price. That’s great for everyone since it will help folks that own stocks, right? Well, not really. About 80% of stock market wealth is held by the richest 10% of Americans. Just 21% of those with household incomes of $30K or less have money in the stock market.
Some companies will also use the money to automate plants which will reduce jobs are workers are replaced with robots. Companies will still try to be lean and not hire more just because they got a tax cut too. That’s why trickle down economics doesn’t work. Trickle up economics works because money received by the poorest of the population will spend it all. More products will need to be produced, spurring the economy.
Many other retailers have increased their minimum wage in recent years too, so it’s not all due to the new tax bill. Costco paid a starting wage of $11.50 an hour in 2013. They increased their minimum wage from $13 to $13.50 an hour in 2016. Their average hourly wage is just over $20. Costco’s stock has nearly quadrupled in the past nine years while Wal-Mart’s doubled during that time. A study by a MIT professor found that the average sales per employee at Costco was double those of Sam’s Club employees. Wal-Mart saw how that higher pay improved Costco’s stock and now they are trying to do the same thing. Employees that are paid well are more productive workers!
There are other reason for the increase in minimum pay. First, finding workers for low-paid jobs has gotten harder, so it’s partly due to supply and demand. The unemployment rate averaged 4.9% in 2016 and 4.4% in 2016 and the trend is going lower. As baby boomers, the largest generation, retire there will be less workers to employ which should increase wages. The labor participation rate has been on the low 60% range and decreasing over the years and is expected to go lower in the future (https://www.bls.gov/emp/ep_table_303.htm) partly because of boomers retiring. So far wages have been stagnant nonetheless and with these indicators it’s been a surprise wages haven’t increased more.
Companies have so much more money after the tax cuts, so it only makes sense that they would give it back to the workers. Not quite. Companies are sitting on a mountain of cash, over $2 trillion of profits. In the past those monies were usually distributed to the employees in the form of a wage increase. With pressure to run companies efficiently many CEOs aren’t willing to cede any competitive advantage.
For the past few years, corporate profits have been at record highs. Businesses could be using those profits to boost worker pay. And if labor markets continue to tighten, they might be forced to do so. Corporate profit margins were 11.5% in 2014 and around 6% in 1990 while the share of company income going to employees was 56.5% in 2014 while it was around 63% in 1990, so they trend may reverse.
In some cases, the companies are sharing only a sliver of their tax-cut windfalls. Bank of America’s bonuses will cost it roughly $145 million — only about 4 percent of the $3.5 billion that Goldman Sachs estimates Bank of America will receive from the tax cut. KBW, an investment firm, estimates that Wells Fargo’s commitments to raise its minimum wage to $15 an hour and to boost its charitable contributions will equal about 5 percent of the additional profits the tax cut will provide Wells, so it the minimal investment in workers isn’t eating much of the tax cut for some companies.
If the tax cuts don’t find their way into capital investments and worker pay increases and better benefits it won’t have it’s full intended affect and the economy may suffer since the cut increased the deficit by around $1.5 trillion. Taking a step back, relatively few corporation pay the 35% tax rate, the rate before the new tax bill. After taking tax deductions, write-offs and other tax reducing options available to them the percentage paid in tax by corporations is much less. It’s called the effective tax rate. In essence, it’s like people that don’t pay full price in the store because they use coupons, sales, and rewards programs available to them. In 2017, the effective rate for U.S. corporations was around 20%. So that is even lower than the 21% rate in the new tax bill. The effective tax rate peaked around 1987 at around 45% and has dropped ever since then. It was in the mid-30s at the end of the 1970s.
In Germany the effective tax rate charged to companies is 15%. One big difference with Germany – they pay their workers a premium, give tons of vacation (about a quarter of American workers don’t have any vacation time), sick time (39% of all American workers or 41 million people didn’t have paid sick leave in 2015), and parental time, and have great health benefits. So both the company and workers benefit. Happy workers make a happy company. The U.S. is the only industrialized country that doesn’t have statutory requirements on employers to provide paid vacation, paid parental leave, or paid sick days.
Another misnomer is that the poor don’t pay any, if much, in taxes. Yes, some pay 0% in income tax, however due to regressive taxes they pay more in some taxes than the rich. The bottom 20% of earners pay between 17.4% to 21.2% effective tax rate for all taxes (sales, excise, property, payroll, etc.) while the top 1% pay 25.2% to 29%. What that means is that the poor pay more in sales tax as a percentage of their income. For instance, if there is a 7% sales tax , it is the same percent whether you are rich or poor. so the amount paid as a percentage of income is higher for the poor than the rich. That’s why, to even things out, the rich pay a higher percentage in income tax, which is also called a progressive tax (the tax progressively gets higher as income increases). A progressive tax would, say, give a $10,000 tax break per person (progressive). Instead, it’s a percentage of what a person earns (regressive). The fact that the poor pay nearly the same as the rich in overall taxes is not good practice.
Another key stat to watch is whether the median income increases. Not the average income, but the median income. Reason being, the median income shows the amount where half the household earns more and half earn less. The average income can get skewed. For instance, if someone earns $1 million and someone earns $10,000 the average income is $505,000. So the average income gets skewed when figuring in high incomes.
Surveys by Bankrate and Careerbuilder have found that around three-quarters of Americans are living paycheck to paycheck, which is one of the worst in developed countries. The percentage was 43% in 2007, 49% in 2008, and 61% in 2009. They also found 27% have no savings at all and 50% have a three month’s worth of expenses. They also found in 2015 that 63% don’t have enough to cover a $500 car repair or $1,000 medical or dental bill.
Student debt is also another red flag. Student debt exceeded outstanding credit card debt for the first time since 2010. Student debt for those with a bachelor’s degree in 2014 was $28,950. Student debt increased to $1.3 trillion in 2016. As of the end of 2016, there were 4.2 million Federal Direct Loan borrowers in default, meaning they’ve not made a payment in more than 270 days. It’s up from 3.6 million at the end of 2015.
Around 83% of the benefits of the tax cuts goes to the wealthiest 1%. Yes, you read that correctly. The poor and middle class don’t want to wait for a trickle when a shower is needed.
